Freedom is dangerous. Unless we are will to accept some danger in our dealing with LEO, we’ll soon have no Freedom.
it’s mostly up to the states to set their own laws. rarely do states follow federal statutes. pennsylvania has the most stringent statutes to protect citizens and therefore even if a dog hits on a car the officers still have to get permission from the operator or apply for a search warrant.

Being a dog lover my first thought was "f*ck anybody who doesn't like dogs." But my better nature took over, plus my memory of my dear departed mother who didn't like dogs. But as I got into the article I realized it was less about dogs and more about the 4th Amendment and legal standards for reasonableness. So not really a knock on dogs. To establish reasonableness to the courts, dog handlers have to establish both their own training, and then the training of the dogs and its past record in establishing probable cause for searches. Every dog sniff has to be documented by the dog handler, means lots of paperwork. I was never a dog handler but from conversations with dog handlers, I know most want nothing to do with unreliable dogs who alert constantly and the search turns up nothing. Means lots of administrative paperwork and headaches for the cop, not to mention what it does for the dog's self image.
