Expensive game: over a half Trillion per year in compliance costs to collect the income tax. Plus over forty parallel state income tax bureaucracies, plus a bunch of local governments.
Businesses: Form 1120-S (corp) and 1065 (partnership) average time, 60 hours (per IRS Form 1120-S instructions, page 52). Cue up Senator Crapo being bipartisan with Senator Wyden to shower the IRS with billions of hire lots of new people and sock it to those rich people using partnerships as tax shelters, yeah, that will close a $2 trillion deficit, sure.
